Position: R&R Expert / Social Development Expert
Qualification
- Master’s Degree in Social Sciences, Sociology, Social Work, Rural Development, Development Studies, Management, or a related field (Mandatory).
Experience
- Minimum 8 years of professional experience as a Resettlement & Rehabilitation (R&R) Specialist or Social Development Specialist.
- Experience in land acquisition, Resettlement & Rehabilitation (R&R), and social safeguard implementation for large infrastructure projects, preferably highway, road, transport, ports, or Inland Water Transport (IWT) projects.
- Experience in the preparation and implementation of Resettlement Action Plans (RAP), R&R Plans, Social Impact Assessments (SIA), and stakeholder consultation processes.
- Familiarity with the social safeguard policies and guidelines of World Bank, ADB, JICA, or other multilateral funding agencies will be preferred.
Key Responsibilities
- Lead and support land acquisition, resettlement, and rehabilitation activities for infrastructure projects.
- Prepare and implement Resettlement Action Plans (RAP), R&R Plans, and Social Impact Assessment (SIA) reports.
- Conduct socio-economic surveys, stakeholder consultations, and public engagement activities.
- Ensure compliance with applicable land acquisition laws, R&R policies, and social safeguard requirements.
- Coordinate with government agencies, project authorities, local communities, and other stakeholders.
- Monitor and report on R&R implementation, livelihood restoration, grievance redressal, and social safeguard compliance.
Preferred Skills
- Strong knowledge of land acquisition laws, R&R policies, and social safeguard frameworks.
- Experience in stakeholder engagement, community consultation, and conflict resolution.
- Familiarity with World Bank, ADB, JICA, and other multilateral agency social safeguard requirements.
- Excellent communication, report writing, analytical, and stakeholder management skills.
- Experience in highway, road, transport, ports, or Inland Water Transport (IWT) infrastructure projects will be highly preferred.
